Spring into summer….

It gives me great pleasure to write this issue of the Progress Estate newsletter. It has been a while since the last issue, and what a year it has been: a pandemic, three national lockdowns and the vaccination programme. A slice in our lives that has changed us, shaped us and brought some of us closer together. We have lost, we have suffered, we have strived, we have survived, we have been a whole mixed bag of emotions and it’s certainly not been easy for a lot of us.

On behalf of the Association I want to share our sympathy for the losses of loved ones and the hard times we have all been through. Also to say how truly humbled we are by all the kindness and love that has been shown throughout our estate amongst neighbours, strangers and friends. 

Connections have been made and good deeds continue to happen. From collecting shopping and medication for neighbours, to swapping goods, passing on recommended traders, cleaners, childminders, takeaways, gardening groups, sewing groups and cat clubs (no cat is ever left stray on our streets for too long!), as well as informing one another about crime and unwanted nuisances and sharing advice and tips on a whole array of topics. Not to mention the hot conversation of building restrictions and permissions… what a fabulous community to be a part of! Thank you. 

But what is community? And more importantly, what does it mean to you? We would love to hear from you, so please tell us about an amazing act of kindness from someone in our community, maybe a funny story of something that has happened during these strange times. Do you feel a part of our community? If not, why not?  What could our community do better?

And what have the Progress Residents’ Association been up to, I hear you ask? Well, meetings have continued to happen (online of course!) with discussions about who we are, what we are and what we represent. 

The Progress Residents’ Association is made up of a team of volunteers. We are your neighbours, with families and jobs, and an interest to do the best for our estate. Our community. Our home. 


What does the Residents’ Association do?

The Progress Estate Residents’ Association committee meets regularly to ensure that the aims of the association are met for the benefit of the residents of the estate. The aims of the Association are:

a) To represent the views and interests of all residents. 

b) To promote and encourage a sense of community amongst residents.

c) To monitor proposed alterations to, developments on, and maintenance of the estate with a view to ensuring they are in-keeping with its designation as a Conservation Area covered by an Article 4 Direction.

d) To exercise influence to ensure, insofar as is possible, that residents receive the best possible housing, environmental and community-related services.

Hyde… the very name makes me roll my eyes! We have been doing our very best to get things moving in the right direction. We know it’s been frustrating for many of our residents who have to deal with Hyde, believe us, we feel your pain!  Here is an update from Chris who has taken the lead on the matter: 

Our beautiful estate is made up of 1,086 houses and 212 purpose-built flats with Hyde Housing owning the majority of the freeholds. We examined Hyde's management of the properties as many of their 437 rental tenants were unhappy with the service provided.

Meanwhile, some leaseholders have, for the last three years, received random and confusing demands for service charges which raised eyebrows as Hyde appears not to have provided any estate services since its takeover from the Royal Arsenal Co-operative Society (RACS) in the 1970s. We delivered flyers to every property on the estate and residents have been in contact.

Rental tenants complained that Hyde was hard to contact, sometimes sent surveyors to look at problems but didn't fix the  - sometimes serious - issues. Homeowners said that Hyde did not respond even when issues such as water leaks from neighbouring Hyde flats affected them. The routine upkeep of properties had deteriorated particularly over the last seven years. Many said that Hyde expected, in some cases, renters to pay for repairs; for instance, to fences on Hyde properties.

Some flat owners wanted to know what services Hyde provides on the estate to justify the service charges, ranging from £35 to a bizarre 8 or 15 pence a month. 

As a recognised residents’ association, Hyde should be responsive to our concerns. As a volunteer group with few funds we can only lobby Hyde with residents’ concerns. Councillor Spencer Drury has asked Hyde to respond and we hope to take part in Hyde's homeowners panel in future. We have written directly to Hyde's CEO to voice our concerns. As unpaid volunteers we cannot guarantee results but if all residents respond we have strength in numbers.


AGM Update

Moving on to the AGM… it has been over a year since our last general meeting which is why we are very keen to have one as soon as possible. If the road map to ease lockdown restrictions continues on the right path, we hope to have our next AGM in the autumn.

Since we are looking at making changes, we need to have a meeting to implement them. So, the questions are: Do we change the constitution? Do we look to fill the positions of Chair, Vice- Chair and Secretary, or remove some of them entirely? What do you think? Are you interested in filling one of these roles? Event

Oh, how I wish I could be telling you about an upcoming social event, open to all, with festivities, neighbourly chats face-to-face, some laughter and merriment, looking back on last year with a smile in the knowledge that Covid-19, lockdowns and restrictions are all in the past...

Fortunately, I can still be the bearer of some happy news!  Don't get too excited though, put the dress and suit down (for now).  Due to things still being very uncertain we are unable to host a big indoor event.  However, a wonderful suggestion was made from one of residents about a jumble sale.

Since we've spent the best part of 18 months cooped up in-doors, many of us have decided it's time for a spruce up and clear out.  Lots of our local charity shops are inundated with what some may consider junk and others' treasures, so why not sell your unwanted stuff from the comfort of your own garden?

Jumble Sale

Sunday 11th July

10am-4pm

Set up a table in your front garden and sell your unwanted goods.  Wander around our beautiful estate, chat to neighbours and pick up a bargain on the way!

Sell things or just have a walk.  It'll be a great way to meet neighbours and enjoy, what we hope will be a lovely day.  But of course, prepare for rain!  We shall look forward to our first Progress Estate jumble sale!

Covid-19 and Vaccine Update

Wait, hear me out. As a Community Champion and volunteer at the vaccination centre at Wensley Close, I have had the privilege (along with some other members of our community) of attending meetings with doctors, disease and vaccination specialists, and healthcare professionals from the NHS and Greenwich Health Care. These meetings have been insightful and helpful in sharing facts about the current situation. 

We’ve been given some stats from Greenwich Health Care and the NHS for our local area: 

The current infection rates are:

Eltham North: 0.0 (there have been no cases in the last 2 weeks up to 13th May)
Eltham West: 40.7 per 100,000 residents (there have been 7 cases in the last 2 weeks up to 13th May)

Vaccine uptake - Eltham Primary Care Network (PCN): 
First dose: 86.19% 
Second dose: 65.76%.

We know it’s important to keep ourselves safe and healthy, but how many of us do? We often put our family and friends before us and sometimes forget that we need some love and support ourselves. With this in mind we wanted to share some thoughts and resources:

You may not want to trouble anyone, you may not think your problem is big enough or important enough, or you may think that there are many more people in far worse circumstances. But remember you are important and your problems, big or small, can be supported. So please don’t hesitate to get in touch using the following services.

The Royal Greenwich Community Hub has been supporting people since the beginning of the pandemic, and the service is still available to support you. The Community Hub links thousands of volunteers with opportunities to help people who are most in need of support.

If you cannot go out and do not have any family, friends or neighbours around to talk to or help you, then contact the Royal Greenwich Community Hub. They are here for you, and can support you with:
food
keeping your mind and body healthy
money issues
housing
employment, volunteering and training
advice about staying warm and well in winter
social activities

November 2020 Newsletter

 

November 2020

Dear All,

It has been uncharacteristically long since our last newsletter. We had hoped to get a Spring newsletter to you, but, as with many things, Covid put a spanner in the works. 

With restrictions changing, and the end of the year approaching, we can finally get at least one newsletter to you before 2020 ends!

There has been so much going on in our community over the course of this year so far, that we wanted to share as much as we can with everyone. We saw fabulous VE Day celebrations; we have seen the whole estate on their doorsteps clapping the NHS; there have been rainbows in hundreds of windows; and the community has come together to help neighbours, friends, and strangers through these testing months. 

As we approach the Winter months, it is even more important that we continue to look out for one another. We must keep in mind our own health and that of our neighbours. Hopefully, by following the rules, we can move towards an enjoyable Christmas period, with family and friends. 

The end of the year, also means changes here at the committee. We are unable to hold our AGM; and the time comes for new members to join, and current members to step down. 

I must extend a big thank you to Kirsty, who will be stepping down as Secretary of the Residents Association. Kirsty has done a fabulous and meticulous job as secretary. Her contribution will be greatly missed. Rob has also stepped down as Chair of the Residents Association, having moved on to life outside the city!  Finally, I will also be stepping down (at least for now), as editor of the newsletter, as I welcome a new member to my family early in the new year.  We would love to hear from anyone keen to take on these roles.

It may be early to wish everyone a Merry Christmas, and I’ll refrain from reminding you all to wash your hands,  but I hope we can all look forward to a safe end of the year and a healthy start to 2021. We look forward to hopefully starting the new year on a positive footing!

Community Coming Together
Over the past few months, which have been testing for many, we have seen our local community really pull together! From the community WhatsApp group, bringing people together, and organising help for those in need; to rainbows in windows, and clapping the NHS on our doorsteps. 
 
Back in May, we saw wonderful celebrations across the estate in honour of VE Day 75. Thankfully the sunny weather, meant neighbours could come together outside. We saw celebrations with music, flags, laughter and cake!

We also saw windows and pavements across the Progress Estate brightened up with rainbows, to celebrate our wonderful NHS, and all our national and local heroes!

Neighbour shoutout!
There have been so many local good deeds taking place over these testing few months, that now is the time for some positivity.  We want to recognise those that have helped others in need.  If you have a positive lockdown story, or a neighbour that you would like recognised, then please let us know, so we can recognise them in the next newsletter.

AGM Update
Unfortunately, we are unable to hold our AGM in December, as would be customary. We have looked in to the possibility of holding the AGM virtually, but there is no viable way to do this successfully. However, we are committed to holding the AGM as early as possible in the New Year. As soon as social distancing, and government guidance allows, then we will share details on plans for a postponed 2020 AGM.

As always, the AGM agenda (when able to take place) will be:

1) Minutes of the 2019 AGM
2) Annual reports (a summary will also be included on our website, www.progressestate.co.uk)
3) Resolutions submitted to the Secretary (a new submission date is TBC)
4) Continuance of Affiliation
5) Election of Officers and committee members

AGM Resolutions 
Matters Residents wish to be considered at the AGM are called Resolutions. These include nominations for people to serve as Committee members, which must be seconded by a Resident who is present at the meeting. Resolutions will be passed if a majority of Residents voting, vote in favour. 
Resolutions must be in writing. They should be sent to the Progress Estate, ideally by email, to theprogressestate@gmail.com. Alternatively, call 07852 888992 to be told where to address resolutions.
You must include your name and address in your email or letter.

Tribute to Margaret Johnson
Very sadly,  a valued member of the Resident’s Association passed away this month. Margaret was a beloved member of the association, who had everyone smiling on all occasions. She had a playful sense of humour, and was never short of a story to tell. Her joyful nature and infectious laughter will be truly missed. Our thoughts are with all her family and friends. 

Halloween, Christmas and New Year
With Halloween having just passed, and Christmas just around the corner.  We know that friends and family are hoping to be able to celebrate together , and hopefully enjoy a glass of mulled wine. As a community we have been fantastic at keeping our neighbours in mind, and looking out for each other. Let’s continue to look after one another, and stay mindful of putting the community first when participating in all activities.

Letter from the outgoing editor 
Dear All,

It has been eventful 2019 so far for the Progress Estate Residents Association. We said goodbye to two of our longstanding members, Keith and Rita Billinghurst, along with Philippa Stone. However, our numbers have continued to grow as we welcomed new members; Zoe Wilson, Francis Reynolds and Mosa Pan. We continue to hear from other residents keen to support the association and its aims.
When I took on the editorship of the newsletter in August 2017, I did so with a view to get to know the estate and the association better as I was relatively new to the area. It has been a great way to meet other residents whether it has been through delivering newsletters or at the events the association has run.
I wish Zoe, the new editor, all the best with the role and I look forward to seeing the next edition in November! Kirsty McGrathNewsletter Editor


Afternoon tea with Contact the Elderly
On Sunday 30th June, we worked alongside Contact the Elderly to welcome some of our local, elderly residents to lunch at the Progress Hall. With help from Morrison’s of Welling who generously provided us with £20 towards the cost of food, the event was a great success. We were able to put on a tasty spread of sandwiches, cakes, biscuits and some homemade delights. 

Our special guests also took part in a raffle. Fuelled by a profuse amount of tea, the winners were able to take home a range of treats to brighten their homes and put a smile on their faces. 

The afternoon gave us all the opportunity to spend time with, have fun, and give back to some of the older members of our community.

Contact the Elderly are looking for volunteer drivers and volunteer group coordinators across Greenwich to drive and organise their monthly tea parties for local older guests.

Letter from the Chair of the committee
Dear All,I hope this year has treated you and yours well. Following the beast from the East we have had a lovely warm summer. The Association has been busy in the background this year, advising residents with planning applications, gas pipe renewals etc. Our parking meeting has produced a need for a considerable amount of work with the Council, Police and TFL which is ongoing. We held a Table Top Sale in October and our Christmas Social and AGM is upon us. Another year nears its end, as does mine and Keith’s time on the Committee. We have met some wonderful people and made new friends during our years on the Committee. We wish everyone living on our Estate and those whose work makes it such a great place to live all the best.Rita Billinghurst Chair, Progress Estate Residents Association

Resolutions

Matters Residents wish to be considered at the AGM are called Resolutions. These include nominations for people to serve as Committee members, which must be seconded by a Resident who is present at the meeting. Resolutions will be passed if a majority of Residents voting, vote in favour.

Resolutions must be in writing and be received no later than 7 days before the AGM. They should be sent to the Secretary, Kirsty McGrath, ideally by email to theprogressestate@gmail.com by 1st December, 2018.   Those without access to email should call 07852 888 992 to be told the address to which they should write their resolution to. Letters must be received by the 1st December 2018, so please allow time for postage. You must include your name and address in your email or letter.

The Aims of the Association

The Progress Estate Residents Association committee meet regularly to ensure that the aims of association are met for the benefit of the Residents of the estate. The aims of the Association are:
a) To represent the views and interests of all Residents in appropriate forums be these recognised organisations, groupings or otherwise.
b) To promote and encourage a sense of community amongst Residents.
c) To monitor proposed alterations to, developments on and maintenance of the Estate with a view to ensuring they are in keeping with its designation as a Conservation Area covered by an Article 4 Direction.
d) To exercise influence to ensure, insofar as is possible, that Residents receive the best possible housing, environmental and community-related services.
The Associations activities for the year are included in this newsletter. What have the Association been doing to support the Aims?

Book Sales

We published our book The Origins and Evolution of the Progress Estate, Eltham’s Garden Suburb in July, 2017. By the end of October this year, 163 copies had been purchased by people living on our Estate at £10 each and 103 by others living elsewhere in SE9 for whom the price was £12 a copy. A further 75 had been sold to addresses elsewhere in the UK at the cover price of £13.95 a copy.

Houses Changing Hands

During the 12 months to the end of August 2018 (Land Registry data is published approximately 5 weeks after the end of each month) 32 houses changed ownership, 7 less than in the preceding 12 months. Welcome letters have been delivered to all these new owners. Unfortunately The Hyde Group ceased to provide us with the addresses of residents moving into their properties following a reorganisation near the beginning of the year and, despite requests from ourselves, have ceased to provide us with this information. 

We would therefore like to take this opportunity of welcoming all Hyde residents who have moved to our Estate during 2018.

Social Events

Our meeting in July to highlight parking problems on the estate was well attended and the committee is working through the various problems and their solutions with the different agencies involved.

The table top sale in October had 18 different stall holders from local people with varying items for sale. We were a little disappointed with attendance, but those that came enjoyed themselves and bought some bargains.

Our website, www.progressestate.co.uk continues to be popular with 81,500 views since launch of which 994 views were in of September.  
Our 210 articles cover the history of the estate and roads (with photos), planning permission guidelines, tradesman directory, news and updates.  
We are always looking for old photos of the Estate to add to our "roads" pages.  If you have any and are happy to share them with us (you will be credited) please let us know.

Acts of Neighbourliness 

With each new year, we often make resolutions with an aim to change and improve ourselves. The Progress Estate Residents Association often hears about the acts of neighbourliness that are in support of our aim to create, promote and encourage a sense of community within the estate. Studies show that by performing even one random act of kindness, not only can make another person’s day but also your own, whether its asking if they would like a hand with some gardening or saying hello.
  
Acts of Neighbourliness that we have heard about include:  
Taking in neighbours bins
Taking in deliveries for neighbours
Picking up litter in the street

Join our committee 

We currently have vacancies on our committee for new members  to help support the Association in meeting its aims. Taking on tasks as they arise such as responding to planning consultations, highways issues, dealing with The Hyde Group over matters such as the management of the communal gardens along Well Hall Road and elsewhere on our Estate and, recently, liaising with JDT Utilities who have been installing new gas pipes as contractors to Southern Gas Network.

Because some of these tasks often involve daytime meetings, ideally we be interested in persons who have recently retired or whose family have reached the age of independence.

Have our emails stopped arriving in your inbox?
At the time we created our list, emails were sent from a spreadsheet we maintained ourselves. After not very long, Gmail's approach to emails caused us to move to MailChimp, a provider now used by many organisations. We used to write to people whose emails were undelivered. Almost invariably, the reason why the email bounced, was they had changed their email addresses and they happily gave us their new one.

Because individuals' right to unsubscribe has heightened importance under General Data Protection Regulations (GDPR), we are no longer told of non-deliveries so cannot write to people as we used to. If therefore you change your email address, please write to theprogressestate@gmail.com from your new address and put 'new email address' in as the subject. We will then add your new address to our list.

Did you know that we have a list of recommended tradesmen and companies on our website here?
References are from past or current residents, resulting in each tradesman or company being added to the list.

Parking Meeting
Feedback from the residents’ meeting regarding car parking concerns within the estate 
A public meeting was held in the Progress Hall on 13th July 2018 to ascertain residents’ concerns about parking and highway issues. The 37 people who attended represented 27 households from 12 roads across our Estate. We recorded 25 separate issues, each of which has been allocated to one of 7 groups:


Police/Royal Greenwich enforcement issues
Controlled Parking Zone issues
Other parking issues
Road marking issues
One-way road issues
Neighbourhood issues

The first group included 9 of the 25 issues. The Eltham North Safer Neighbourhood Team have kindly provided feedback clarifying the division of responsibilities between the police and Royal Greenwich:

It is not illegal to park on pavements, provided pedestrians can continue to walk past them on the pavement. If a parked vehicle stops pedestrians using the pavement the matter should be reported to the non-emergency police telephone number, 101.

If residents believe vehicles are breaking the speed limit, they should report the matter to the same police number. Teams will ask for the name of the road (and in the case of long roads, the relevant part) and the time and days the speeding occurs.

Double-parking blocking the road should also be reported to 101.

Parking on double-yellow lines should be reported to Royal Greenwich, preferably by email to parking@royalgreenwich.gov.uk (main telephone no: 020 8854 8888)

Bins that are left blocking the pavement after they have been emptied should be reported to contact-centre@royalgreenwich.gov.uk or by phone to 020 8921 4411 and, whether emailing or phoning, residents should specify they are reporting anti-social behaviour. When a large delivery is expected, or space needs to be reserved for a removal lorry, residents using bins to reserve a space are asked to display a note explaining what is expected, and when.

It is illegal to park in a drive and obstruct the pavement due to a car's length. If a vehicle is too long to fit in a drive its owner should find an alternative space. Cars should not overhang  driveways. Anyone wishing to report such an issue should write to parking@royalgreenwich.gov.uk

Letter from the Chair of the Committee 

Dear All,

I am stepping back into the post of Chair for this year and thank Margaret Oliver for her carrying out the role last year so well. Our Christmas Social was a great success and we all enjoyed the afternoon with the very professional singing of the choir from St. Thomas More Catholic Primary School.
The committee had a brainstorming session at the end of January to try and find new and/or more effective ways to represent and communicate with our residents. This is an ongoing feature for this year and so we ask your patience as we try and get to grips with these ideas.

Planning and Enforcement Liaison
We currently have a committee member vacancy to liaise with Royal Greenwich on planning and enforcement issues.   This role would involve bi-monthly meetings at The Woolwich Centre as well as liaison with the planning application committee member.   The position might be ideal for someone who has recently given up full-time work and who is interested in helping to maintain the architectural integrity of the Progress Estate Conservation Area.

Safer Neighbourhood Police Teams
Both the North and West areas of the estate have a committee member representing the residents at meetings.

These members will report any non-urgent concerns of yours at their next quarterly meeting but we do advise you to contact the police asap if you are concerned about your’s or a neighbours safety.

Planning Permission: Works to slate roofs 
As most residents will know, new supplies of the slates used to roof some of the houses on our estate ceased to be quarried some decades ago. This issue came to a head last year when works were undertaken to certain properties in Ross Way and Whinyates Road. When making their planning applications, the owners of the properties implied that high proportions of the slates would be re-used yet, in the event, all were replaced with new tiles. 

We are therefore pleased to announce that Royal Greenwich has adopted new procedures designed to stop a repetition of this outcome: 

1. Applicants will be required to include an estimate of the minimum percentage of the original slates that they expect to incorporate in replacement roofs and fascias. 

2. Applicants will be required to specify that, where estimated recovery rates are below 100%, the entirety of the front roof will be re-laid in original tiles and to specify a suitable new tile to be used to fill the shortfall at the rear. This would normally be expected to be green Brazilian slates, in line with the Progress Estate Conservation Area Character Appraisal. 

3. In assessing proposals, planning officers will have regard to the guidance within the Progress Estate Conservation Area Character Appraisal that a minimum recovery rate of 80-90% should be possible. Where estimated recovery rates are below this benchmark, the applicant will be required to provide a robust justification for why a higher recovery rate is not considered possible. 

4. Where permission is granted, a condition will require the proposals to be implemented fully in accordance with the approved plans and accompanying documents. 
This approach will provide an effective means of enforcing against any breach of permission as the minimum retention rate will have been clearly specified in the application for planning. 

Plans to cut Victoria trains from the Bexleyheath line
The Government has confirmed that all services on the Bexleyheath Line to Victoria will be cut after the new franchise is awarded in 2018, despite the Government’s own consultation showing that 89% of respondents were opposed to plans to cut the number of local rail destinations. 

Until such time as Lewisham station is thoroughly modernised, cutting this service from Eltham and elsewhere would be a disaster for commuters, in particular for those who rely on the rail network as an accessible route to Kings College Hospital at Denmark Hill.

Seasonal music will be provided by the Choir of St. Thomas Moore Catholic Primary School.

Letter from the Chair of the committee

Phew, the Progress Residents Association has managed to survive another year.  This has been a mixed year – three Committee Members, Lynn, Martin and Rui, left due to other personal commitments and I would like to thank all three of them for their valuable contributions.  Thankfully we were able to replace them with Kirsty, Philippa and Jimmie - some much needed new blood.
We have managed, with a struggle, to persuade Hyde Housing to continue with their small annual grant to us which enables us to hire the Progress Hall for any events we may hold.  We monitor the Estate’s planning applications to the Council, keep an eye on conservation matters and we send representatives to other local bodies such as the South Greenwich Forum and the local Police Panels so that we remain in touch with local matters.  We had our first attempt at an “antiques/collectables” event early in the year and we have recently held a very successful Race Night.  The summer also saw the publication of a book to celebrate the Estate’s centenary in 2015 “The Origins and Evolution of the Progress Estate” a labour of love by one of our committee members, Keith Billinghurst, and the sales so far have been very encouraging.
We will be holding our Xmas Social on Saturday 9th December at 2 p.m, by necessity preceded by a very brief Annual General Meeting. It should be fun and I urge you to attend - even if you can only spare the time for a brief visit it would be lovely to see you. Do remember, it is your Association and we represent you.  Come to our events; let us know what you think – good or bad; volunteer to help your committee if it is at all possible.
Finally, I would like to thank all our Committee Members for giving up their time and energy in an attempt to retain a sense of community on this Estate and to thank all of you who support us by attending events and to thank in anticipation all those residents who will be making a new year’s resolution to support the Progress Residents Association.

The Aims of the Association
The Progress Estate Residents Association committee meets regularly to ensure that the aims of the association are met for the benefit of the Residents of the estate. The aims of the Association are:
a) To represent the views and interests of all Residents in appropriate forums be these recognised organisations, groupings or otherwise.
b) To promote and encourage a sense of community amongst Residents.
c) To monitor proposed alterations to, developments on and maintenance of the Estate with a view to ensuring they are in keeping with its designation as a Conservation Area covered by an Article 4 Direction.
d) To exercise influence to ensure, insofar as is possible, that Residents receive the best possible housing, environmental and community-related services.

The Associations activities for the year are included in this newsletter. What have the Association been doing to support the Aims?

Finance Report

The funds received by the Association in the last year have been from multiple sources; grants, income from the sale of the book “The Origins and Evolution of the Progress Estate” and income from fundraising activities undertaken by committee members. The Association received a grant in the year from Hyde South East Housing for £500.

Total income for the 12 months was £2,468 (£3,001 in the period ending September 2016).

The main expenditure has been; the hiring of venues, research and publishing costs plus other miscellaneous items and administrative expenses.

Total expenditure for the year was £2,406 (£2,508 in the period ending September 2016). Income exceeded expenditure by £62 (£493 in the period ending September 2016).


At year-end, the Association’s assets were £1,815. These were cash or cash equivalents. A huge thank you is due to all the volunteers and to the community who continue to show their support through attendance at our events.

Planning report

Forty-seven planning applications were decided in the 12 months to the end of September 2017, a decrease of 19 on the previous 12 months. The Association has four options in deciding how to respond to any particular application:
• Support it
• Object to it
• Comment on it
• Do nothing

Our sole concern is whether or not, when judged by reference to the relevant planning and conservation guidelines, the proposed works will have a neutral or positive effect on our Estate.   We support those that do and object to those that do not. Where we do have objection we provide a comment detailing them.

We do nothing if an application is for works that will not be visible from the Public Highway.   These are commonly for the removal of trees in back gardens that are not visible from any public highway or for the construction of rear, single storey extensions behind mid-terrace houses.

We supported 24 of the applications received, objected to 8, remained neutral to 2 and made no comment on 6.   For reasons beyond our control, we missed the deadline for responding to the remaining 7.

Book Sales

The Residents Association published its book The Origins and Evolution of the Progress Estate, Eltham’s Garden Suburb at the end of July, 2017.   By the end of September, 123 copies had been purchased by people living on our Estate at £10 each and 52 by others living elsewhere in SE9 for whom the price was £12 a copy. In addition, 17 had been mailed to addresses elsewhere in the UK at an all-in cost of £13.95.

Houses Changing Ownership

During the 12 months to the end of August 2017 (Land Registry data is published approximately 5 weeks after the end of each month) 39 houses changed ownership, 7 less than in the preceding 12 months. New families moved into 24 Hyde homes. We have delivered Welcome letters to all concerned.

Social Events

Our Antique Fair, held early in the year, was a great success with stalls selling everything from china, jewellery and all kinds of memorabilia.  We seemed to have a steady stream of people popping in to have a browse or making a purchase and then maybe having a cuppa and a chat, all-in-all a great afternoon. 

Recently, on 21st October, we had a very successful Race Night but it would have been great to see a few more people. Those who did come along enjoyed it very much, all down to Paul who brought all his equipment, and his sense of fun that kept us on our toes.  I think a few of us went home with a few more coppers than we came with. Thank you to all who attended.

Resolutions
Matters Residents wish to be considered at the AGM are called Resolutions. These include nominations for people to serve as Committee members, which must be seconded by a Resident who is present at the meeting. Resolutions will be passed if a majority of Residents voting, vote in favour.
Resolutions must be in writing and be received no later than 7 days before the AGM. They should be sent to the Secretary, Avril Martin, ideally by email to avrilmartin625@btinternet.com by 2nd December, 2017.   Those without access to email should call 07962877389 to be told the address to which they should write their resolution to. Letters must be received by the 2nd December 2017, so please allow time for postage. You must include your name and address in your email or letter.
